The Regional Centre of Excellence in Biomedical Engineering and eHealth (CEBE) is conceived as an institution that will provide leadership, intellectual capacity, and infrastructure required to accelerate the provision of cost-effective, technology-supported healthcare services in Rwanda and the surrounding region. The CEBE will operate in an innovation, consultancy, and industry collaboration ecosystem to achieve high-impact results in support of key health services including medical equipment and devices, rehabilitation and mobility services, and eHealth services.

The project roll out of CEBE officially began in July 2015, following the official declaration of loan effectiveness by the African Development Bank. Since then, numerous operationalization activities were initiated and remain ongoing. This includes engaging stakeholders of the centre on possible joint activity delivery and conducting benchmarking visits to Europe and North America to study how biomedical engineering educational program are delivered and R&D conducted.

Presently, the educational and training programs are being developed with a view to launch them in 2018. Also the design of the CEBE complex is ongoing, with a view to launch construction in mid 2018.


“To build a critical mass of a qualified and transferable workforce to sustainably boost the Biomedical sector with competent technical support skills, innovation and R&D capabilities, while putting in place a conducive environment for the development of a vibrant and dynamic service industry.”


1. To train the next generation of biomedical engineers, biomedical equipment technicians, rehabilitation and mobility specialists, and health informatics professionals to be employed in public hospitals, private health care, academic and research institutions and the medical device industry.
2. To apply engineering principles and technology to medical and biological problems in health care and clinical practice, in an effort to improve treatment outcomes. Specifically, efforts will target timely and accurate diagnosis and new treatments that extend and improve quality of life, and create new business opportunities.
3. To form industry-academia partnerships to push the boundaries of knowledge on local biomedical engineering, rehabilitation and eHealth challenges, and become a powerful mechanism for innovation and economic growth.
4. To form strategic university partnerships with institutions of international standing and increase the prestige and excellence of the University of Rwanda in East Africa and globally.
5. Support delivery of improved medical technology, rehabilitation and ehealth services through collaboration with government and other healthcare providers.
6. To be a self-sustaining Centre

CEBE Approach

A key strategy of CEBE is to position itself to operate in a knowledge creation and transfer, industry partnership, and technical service delivery ecosystem to achieve high-impact results in support of several key health sector initiatives around medical equipment and devices, rehabilitation and mobility devices, and e-health system services. This will entail entering into strategic collaboration with industry and university partners of international standing to work collaboratively with the Centre that will be operating under the principles of a business entity in a modern purpose-designed facility.
