Board of Governors

The Board of Governors of UR is the governing and decision-making organ.


CURRENT COMPOSITION

Paul Davenport is the founding Chair of the UR Board.

He has a BA from Stanford University (With Great Distinction, Phi Beta Kappa) and a Ph.D. from the University of Toronto.

He taught economics for 16 years at McGill University (1973-89) and then served as President of the University of Alberta (1989-94) and the Western University (1994-2009) in London, Ontario. He is a member of the Order of Canada and the French Legion of Honor.

He has been involved with Rwanda since 2004 and is a member of President Kagame’s Advisory Council.

Biography

Ms Françoise Kayitare Tengera, the current Deputy Vice-Chancellor of Finance has an oversight responsibility over finances, corporate services, procurement and the University Single Projects Implementation Unit (SPIU).

Prior to this, she worked for the University of Rwanda-College of Business and Economics as the Acting Principal. She was also a lecturer and Head of Department of Finance which is the largest department in the School of Business in the same College.

A part from that, she is Board member and Director for different institutions including Rwanda Social Security Board, ActionAid Rwanda, INATEK (Institute of Agriculture, Technology and Education of Kibungo), RIM s.a (Reseau Interdiocésain de Microfinance) and Don Bosco Initiative.

Tengera secured a presidential scholarship to carry out her postgraduate studies in Oklahoma Christian University (USA) where she graduated with a master’s degree in Business Administration, with specialization in Finance.

Her passion is to impact young people with the quality education towards improving their lives and contribute to the development of their families and to the nation as a whole. In 2012, despite being a junior academic staff, Tengera was selected by her peers as the best employee of the year thanks to her zeal and academic commitment.

Dr. Ignace GATARE - Board Member

Dr. Ignace GATARE currently serves as the Principal of the College of Science and Technology of the University of Rwanda. Prior to his appointment as Principal, Dr. GATARE served as the Director General of the Rwanda National Commission of Science and Technology (NCST), a public institution serving as a think-tank and advisory board to the Rwanda Government on issues pertaining to the development of science, technology, research, and innovation. He also served in the Government of Rwanda as Minister in Charge of Information and Communications Technology, from November 2009 until April 2012. He is currently a member of governing bodies of various national and international institutions and projects including :

* Chairman of Regulatory Board of Rwanda Utilities Regulatory Authority,
* Member of the joint advisory board of Carnegie Mellon University – Rwanda Campus.
* Member of the Advisory Committee of the GEONET project, an initiative of the Oxford Internet Institute, University of Oxford, UNITED KINGDOM
* Member of the steering committee of the Integrated Biological Control Applied Research Program (IBCARP), a project run by the International Center for Insect Physiology and Ecology (ICIPE), Nairobi, KENYA
* Member of the Program Advisory Committee of BioInnovate Africa, ICIPE, Nairobi, KENYA
*Rwanda National Coordinator for AFRA.

Dr. Gatare holds a Ph.D. degree in Engineering Sciences with specialization in Photonics from the Vrije Universiteit Brussel (VUB).

The Board of Governors of UR is composed of nineteen (19) following members :

1. The chairperson : appointed by Presidential Order
2. The Deputy Chairperson : appointed by Presidential Order
3.Ten (10) external persons outside UR including :
a) Seven (7) experts in education, science and technology (appointed by Presidential Order) ;
b) Three (3) persons from the private sector (appointed by Presidential Order) ;
4. The Vice-Chancellor of UR, who shall be the Rapporteur of the Board
5. One (1) Principal, elected by peers (=Representative of the Principals)
6. One (1) Dean, elected by peers (=Representative of the Deans)
7. One (1) member of academic staff or reseachers, elected by peers (=Representative of academic and reseach staff)
8. One (1) member of non-academic staff, elected by peers (=Representative of administrative/technical or support staff)
9. Two (2) students of opposite sex elected by peers
10. NB= Deputy Vice Chancellors who attend but are not allowed to vote in case of decision making
