1. Chancellery

The Chancellery consists of a Chancellor appointed by a Presidential Order.
Responsibilities
• The Chancellor is responsible for presiding over opening ceremonies of the academic year, graduation ceremonies, and prize awarding as well as awarding of other merit titles. He or she may also attend other events or meetings of the UR when considered necessary.
• In case the Chancellor is unable to preside over graduation ceremonies and awarding of degrees and other titles, he or she is replaced by the Chairperson of the Board of Governors, or in the absence of the later, by the Vice Chairperson, or in the absence of both, by the Vice Chancellor.

2. Board of Governors

“The Board of Governors is the university governing and decision-making organ.”
Members of the Board of Governors are appointed by a Presidential Order, including the Chairperson and the Deputy Chairperson, selected on the basis of their ability, competence and expertise.
Responsibilities
• The Board of Governors of the UR has the following responsibilities:
• To determine the vision of the UR;
• To approve the strategic plan and the annual action plan;
• To monitor the implementation of the strategic plan of the UR;
• To approve internal policies, Rules and Regulations after prior consultations with representatives of beneficiaries and stakeholders, if appropriate;
• To approve the draft annual budget proposal before its submission to relevant institutions;
• To monitor and assess the performance of the UR and its affiliated entities;
• To approve activity and financial reports of the previous year and submit them to the relevant organs;
• To determine the functioning of colleges, schools and centres and institutes after consultation with the Ministry in charge of higher education;


3. Executive Organ

The Executive Organ of the UR comprises the following:
• The Vice-Chancellor;
• The Deputy Vice-Chancellor in charge of academic affairs and research;
• The Deputy Vice-Chancellor in charge of finance;
• The Deputy Vice-Chancellor in charge of strategic planning and administration
At least 30% of members of the Executive Organ must be females
Responsibilities
• The Executive Organ has the following responsibilities:
• To oversee the daily administration of the UR;
• To coordinate the activities of the UR;
• To establish administration strategies and partnership of UR in the country and abroad;
• To implement the resolutions of the Board of Governors;
• To prepare the action plan and the budget and present it to the Board of Governors for approval;
• To prepare a draft budget and present it to the competent organs;
• To prepare activity and financial reports of the previous year;
• To prepare the strategic plan for approval by the Board of Governors;
• To prepare policies and internal rules and regulations to be approved by the Board of Governors;
• To perform any other activities assigned by the Board of Governors.

4. Academic Senate

The Academic Senate of the UR comprises the following:
• The Vice-Chancellor, who is the Chairperson;
• The Deputy Vice-Chancellors;
• Heads of colleges;
• A dean of school from each college elected by peers;
• One director of a Centre of Excellence elected by peers;
• One director of an affiliated institute elected by peers;
• The Registrar;
• Academic staff member from each college elected by peers;
• Two students comprising a male and female, respectively from undergraduate and postgraduate of each college, elected by their peers in accordance with the Statute governing the UR Student Union.
Responsibilities
Responsibilities of the Academic Senate are as follows:
• To determine guidelines related to students’ admission, assessment or evaluation;
• To approve the appointment and replacement of deans of schools;
• To assess the recruitment and promotion of academic and research staff and submit the proposal to the Board of Governor for approval;
• To evaluate and monitor academic programs, research and education;
• To take decisions with regard to students’ performance, promotion, repetition or expulsion;
• To approve candidates for the award of degrees, certificates, merit titles and other awards granted by UR;
• To draft academic rules;
• To approve academic programmes and teaching methodology proposal;
• To submit its activity report to the Board of Governors

5 . Senior Management Committee

The Senior Management Committee comprises the following:
• Vice-Chancellor who is also the Chairperson;
• Deputy Vice Chancellors;
• Principals of colleges and Resident Principals;
• Registrar;
• Head of UR Legal Office;
• Director of the Graduate Support Centre
Internal Rules may determine other members of the Senior Management Committee and determine the maximum number of its members.
• The Deputy Vice-Chancellor in charge of strategic planning and administration is the Deputy Chairperson.
• The Deputy Vice Chancellor in charge of Finance is the rapporteur of the Committee.
• The Vice Chancellor may invite in a meeting of the Senior Management Committee any

Responsibilities and powers
The Senior Management Committee has the responsibility of advising the Executive Organ. (2) Senior Management Committee has powers to take decisions regarding the management of the UR.
